Leon lampshaded it during her arc: Touwa and the West use the academy as a pet project to look good in front of the international community and to show they're serious about the peace agreement. In turn, the academy enjoys a lot of resources and prestige, so even those who don't agree with its ideals send their children there, because it "guarantees a bright future" for them.

If Leon's mom has a new family w kids & all that, I'd probably cry. Like I'm sure Leon would be glad to see her happy but it's also heartbreaking to no longer be part of her life.

On the other hand, if Leon's mom has been stubborn and somehow held on, and ends up being able to return home with Leon, that would be pretty darn awesome.
