Note how Airu has already achieved the unity between the two sides between prefects even before Romio even started to be interested in that unity (as in, confessed to Juliet). Prefects were united since ch. 1.
Of course, not exactly a team like in this game right now, but already close enough to hear his request.

Actually, the current unity of the 3rd year prefects is relatively new. When they were introduced in ch. 9, Airu broke a table and was willing to fight Caith because their relationship was that bad. But I guess that Romio's and Juliet's good influence, plus years of sharing responsibilities as prefects and having to face the latest craziness in the manga together, has mellowed them.
