Limit the size of avatars

If you want to ease up on your bandwidth - limit the size of avatars, at least on the forum/comments.

Typical comment thread can easily be 500Kb-2Mb on avatars alone, all for the 100x100 images.

Or at least convert to a small thumbnail for the forum, and show an unaltered one on the profile page.

Considering avatars are limited to 1mb maximum, at what speed would a 100x100 gif play at in order to display the entire Shrek movie (~90 minutes)?

@justforthelulz, I don't want to bother with a math, but I had seen a full Sailor Moon episodes in 3-5Mbs back in the day. RealMedia, if you know what it was.

@BzzBzz, yep. I'm totally okay with it being compressed to to a 6938 bytes image for the forum.

I remember watching super-pixelated *.rm format subbed anime episodes, which was made worse because the base VHS recording sometimes wasn't great to begin with.
