How is his level not rising astronomically? I would understand it if he required 15 times the xp due to all his starter skills. But he's slaughtering level 90+ monsters one after the other, including several miniboss types.

If it was really 15 times slower, assuming the capabilities also 15 times higher, it wouldn't be surprising if he is still level 7. Also in rpg, the higher the level, the less exp-percentage you would get from monsters at the same level.

level is a meaningless concept if they all die instantly from basic shit. His fireball should not be one-shotting level 97 moths, not if you want the level concept to mean anything at all. Level 96 caterpillars should not be smushed instantly by a thin rolled stone, if you want level to represent threat in any capacity. All the threat from being dropped to the bottom of a labyrinth is gone because the level concept means nothing and he can cheese his way to the top with gimmicky bullshit that wouldn't work if the level concept meant anything at all.

The story "explains" that with the MC having a lot of "useless" skills that combo well with each other and his luck stat being maxed out (see chapter 29 for luck stat info).
So for example the MC uses a skill (probably something like basic earth magic) to make that tube of earth.
Then he strengthens it with some other skill effects.
Finally he flattens those caterpillars with it while also having his luck stat take effect to deal increased / critical damage.

That is the "explanation" as far as I understand the story.

What is really not making sense is how his classmates - especially the class president - treat him as if he was weak (e.g. not wanting him to leave the town and to go fight monsters alone) just because his level is low even though they all know that he is far stronger than all of them combined.
That is the real stupidity in the story.
