The word "cookie" does exist in the UK, but it's a more nebulous definition than just a certain sugar / fat amount; it's usually if the dough is baked hard and/or contains things like chocolate chips / other additions.
I guess it's more the intent of the food; biscuits are usually eaten with something else (tea, cheese, etc.), whereas cookies are usually eaten more independently (although still great with a cup of tea).

As someone who learned english and didnt live in english speaking country,i think there is always a misconception when learning because we kinda separate some words to UK or US english.
As an example like cookies or trucks for US english and biscuits or lorry for UK english or the common one is the color/colour word.
Most of us assume it didnt exist because the word are different for each counterparts.
