Make Exclude Tags feature work on the 'Top Chapters' section. :rejected:

Exclude Tags works on the Latest Chapters section, but I feel like it should also work on the Top Chapters section.

I'm fairly sure those showcase things have to be cached (and therefore the same for everybody) so that the entire database doesn't get trawled multiple times every time someone loads the front page
