Make the "Forums" menu available everywhere

When you're on some pages (like the Conversations page), the "Forums" in the menu on the left actually becomes a menu itself, with the following options:

I think it could be useful to have this menu available everywhere, not only on some pages.
(Not sure how doable this is though)
