What?
Manga translation is exactly what the word means. You read the content of the page and produce a version of it in the target language, perhaps with resort to translation aids like a dictionary and a lexicon.
Nobody other than the translator works on it. Some groups use translation checkers to prune mistakes, but even they work on the script after the translation is done.
The only things needed are the raws (scans or digital rips of the chapter you want to translate) and perhaps the aforementioned translation aids. And something to write, of course (MS Word, Wordpad, Notepad, or their equivalents in other platforms).
Similarly, there are no steps or stages, you sit down and translate. The product is what we call the script, which is normally forwarded to a proofreader who will use it to produce the proof.

Don't forget the cleaning before the redrawing 41cookies. Most scanned raws don't look that good so they need cleaning before they can be redrawn
