Evil spirits or Youkai can originate from pretty much anything. Be it Oni, dead Oni, gods, dead gods, humans, dead humans, animals, dead animals, objects turned into Tsukumogami, etc. Even the spirits or feelings can turn into Youkai, and I believe there was one type that originated from dreams and others from kid's imagination, paintings... yeah, pretty much anything.

@Mogima Not all youkai originated from living beings. Some youkai were born from nothing or we don't know where did they came from like Betobeto-san or Azuki-arai, some were inanimate objects like many tsukumogami, some were born from urban legends and tales that people passed around long enough that they become new youkai like Kuchisake-onna and Kudan, some were gods that were corrupted like Sarugami, etc.
