I often see that... the higher of the user position, it will replaced the lower position...

i mean... if you have a multiple positions, like... if you have 'Group Leader' and 'Power Uploader'. The 'Power Uploader' will be displayed at 'User Level'

even though he's a Leader from some grup. Then, if you have 'Power Uploader' and 'Public Relations'. The 'Public Relations' will be displayed at 'User Level'

even though he's had uploaded 500 chapters or more. And it applies to 'VIP < Public Relations < Moderator < Developer < Administrator' too.

so, my suggestion is, what if we replace the 'User Level' with 'Emblem / Medal / Somethings else'

and one more, how about we add some feature likes 'Achievement' for those who have met the criteria to get an achievement.
so, more or less the result will be look like this :

This is an interesting idea, OP. A variation of it has been proposed by me but alas, user profile flair and forum related stuff is low on the totem pole of priorities.

There are user levels for the number of posts in the forum
Baby - Member - Senior
You even can give reputation : smite or applaud (for behavior)

There shouldn't really be anything to burden the server too much, since pretty much all the reasonable actions that could award achievements would be infrequent: posting, uploading, following, friending etc. If it was something you'd have to check for every single time a page is refreshed (like having viewed n user profiles), that's probably not as good an idea.

Anyway, I don't know about implementing achievements, but I will say that we do already have some plans to revamp the user role system a little bit, even if it's mostly for internal reasons. However, it would open up the possibility of separating and being able to hold more than one role at a time, like being both a Moderator and a Power Uploader at the same time as in your example.
 
User achievements are something I've had in mind a while ago. There have been more pressing things to code, so I never got round to doing it.
