I've not read the raw, but I think the commentator means that the rally driver chap took part in certain WRC events as a wildcard - not a full season driver, but participates in certain rounds of the WRC championship, probably tarmac since he appears to be a tarmac specialist - before signing a contract with Toyota to drive for a full season in the following years.

Can we agree that the racing action is better than Initial D? I'm loving it. (I don't think he'll ever be able to write a proper female character though, makes the story seem a bit.. dense. But hey, it's a driving manga, you don't watch motorsport for the driver's life stories)

I must say...the angels "costume" is really ugly, simple and leaving nothing to the imagination, less of a swimsuit on bodies with nothing to show.
I imagine the editor asked the mangaka to put more fanservice than he ever did and this is all he could came up or is his method of protest, he make race stories not ecchi stuff.
