These are only small visual problems, but:
[*] Depending on the manga, the x-axis doesn't start at zero - Example: Isekai Cheat Magician

[*] When there are only a few votes, the x-axis shows decimal places - Example: Sukumi's! (and again, the x-axis doesn't start at 0)

I agree, the x-axis should always start at 0.

If this were an Intel presentation, then it would make sense if they removed the lower end values from the histogram, so they can clearly show the difference between a CPU that scored 17500 points and one that only scored 17498.

But it isn't. This is a ratings distribution, which ultimately should show the distribution of ratings from 0 to 100%. That the histogram shows the absolute amount of scores given is ok, but removing the lower end doesn't exactly serve a real purpose here.

Also, I think all scores should have an entry, even if they weren't awarded yet. If the Sukumi's example didn't start with 10 and 9, but with 5 and 4, people might think: "wow, so many people rating this manga highly", when it isn't.

It shouldn't start at 0 because you can't vote 0, but i do agree it should show even values that haven't been voted yet.

Given the low amount of scores from 1-4 i honestly think there is too many options to vote for anyway. Same thing happened with school grades in my country. Originally they went from 1-10 but gradually got reduced to the nowaday 4-10 because it was too hard to differentiate between them and the failing grades especially (1-4) were used too randomly in tests where score is not directly calculated by the amount of right answers like mother tongue or history.

I think you misunderstand something.

It's not about voting for 0, it's about having 0 votes. It's entirely possible for a score to have 0 votes, and so the x-axis should always start at 0, even if all scores have more than 0 votes.
It makes no sense for a score that's been voted on to have no visible bar, just because the x-axis starts at 1. No visible bar looks like 0 votes, which is counter-intuitive in this case.

Imagine if Isekai Cheat Magician had 10 votes for 2. In the above example, score 2 wouldn't have a visible bar, because the x-axis starts at 10. It would look like nobody voted for 2, because nobody would expect a distribution of ratings to start at 10. It makes no sense.

Sukumi's is a perfect example of why the x-axis should always start at 0. At first glance, it looks like people have only voted for 10 or 9, because only those two scores have a visible bar. Nobody would expect the x-axis to start at 1 until they look at it. It's simply bad UX.

I also pointed out a related bug, but mistakenly I made the thread in suggestions forum
about histograms not appearing correctly and problem in baysian average calculator
