Yeah. this is IMO the biggest problem with this manga.
A ton of characters are so generic looking you don´t know who is who half the time. ( or who is actually important for that matter as there is a lot off throw away characters )
You got to pay really good attention to everyone who is named.

Kudo was introduced in chapter 16.
He was being bullied by the guy who just got chomped.
IIRC We don´t know much of anything about him other than that he has some kind of relationship with the guys who died.
And that he acts like a little bitch and just went along with the bullying, clearly there was more to him considering this chapters ending...
He might be crazy like the other dude or is just taking revenge because of reasons...

This battle will never stop. I feel like after this Kudo guy the author will just bring up another classmate we saw once and make him the next baddie. Might be better to see this manga as a comedy.

Ahhhhhhhh, I had a feeling he played a major role all along. Not surprised he's the villain behind all this. As it seems, it appears he bears the same power as the MC. Or does he? Haven't read that far yet, so will have to see for myself..
