@Starbright Yep, the empress has had other sexual relationships but those were not really romantic ones (since they all lasted less than a month). This story features the emperor/leader character and the innocent protagonist. Usually the person in charge (the emperor/leader character) is somewhat of a playboy or at the very least pretty experienced before the protagonist shows up. The protagonist is usually a virgin or pretty innocent and the leader is the one to initiate a sexual relationship. Many BL and shoujo mangas (ex. Mayu Shinjo's works) feature this trope but this story is a lot of fun because it gender reverses it. :)

I still can't tell if this means he's going to plot something behind the empress' back to restore his kingdom, or if he wants to ask the empress to help him. I really hope it's the latter.
