Given the "prestigious girls' school" setup and how quickly Oto's friends slip that facade in private, I wonder if the motivation of the oddity or its owner is to maintain that shoujo manga-esque chaste yuri flower garden atmosphere. This could feasibly include kicking out students for all sorts of behavior violations including bullying- though now that I think about it, bullying is a pretty common part of those settings as well. Hmm...
