I've said it before but this chapter supports it.
The town isn't crazy, it's just Moe-chan exerts a crazy cat lady field that gets worse the longer you're exposed to it.
The MC was normal before she met Moe-chan. The neighbor was normal before she met Moe-chan. Same with the store owner and the patrons of the store.
Moe-chan is an SCP
