Didn't Kirie already beat the human god and take over? So why is the country and not the hero army having trouble? Btw, according to LN it's not that magic doesn't work, but that the clerics' holy magic is much weaker compared to before while regular magic is still the same. Basically the goddess isn't providing them with a bit of her power to increase the effects anymore so it's only what they're able to conjure up themselves.

In LN Kirie hadn't invaded the human goddess yet until the country was abandoned by her. Something about ownership and permissions needed to enter territory 'owned' by a supervisor but since the country was abandoned it didn't have an owner allowing Kirie to claim and use it to manifest fully before beating up the human supervisor and taking over the human god seat.
