Dude had a chance to suddenly add +15 to Luck, and he didn't do it. But then again, considering the non-existent difficulty level of that game, I wouldn't be surprised if one could increase Luck as much and as freely as any other skill upon level up, no questions asked, so perhaps it doesn't matter.
