Nonuploaded official translations?

There are two mangas that I'm currently looking at (29 to JK and Real Account) in which
a) both are completed but translations are not released
b) official translations exist but not on this site

Since I am not allowed to upload said official translations, does that basically mean that as long as people use solely mangadex, they won't ever have access to these chapters?
Also, am I allowed to upload chapters that AREN'T officially translated (scanlated by myself), for which would cause a gap in chapters?

For example:
Currently on mangadex Real Account is up to chapter 79. Official translations go up to chapter 86. If I were to upload chapter 87, would there be issues in the fact that there's 7 chapters missing?

If you are using official raws and cleaning them yourself and translating them, thats the definition of scantlation.
