Despite the thorough understandable explanation, I still don't understand the sentence "panties meant for showing off". It sound extremely contradictory.

That phrasing means wrong but also not so wrong at all, considering Japan has many weird cultures...
There is many type of panties, Like show-off panties, battle-panties, inviting-panties, pure-panties etc....
 
@goodie-bag @CoolOtamegane If you're talking about the underskort, don't think of it that way, think of it as a covering for panties that prevents the actual panties from being seen. It's fine if people see the underskort because that's what it's there for. It'll be made of thicker material than regular panties, also making it harder for a cameltoe to form. This doesn't mean guys won't keep trying to get a peek at them, as the tennis-club president in Ueno-san wa Bukiyou can attest.

If you're talking about the show-off panties from page 2, that's quite simple: they're sexier panties that you don't mind the right person seeing. Think what a girl wears when she knows her boyfriend/girlfriend will get a look at them. Doesn't mean you'd want everyone to see them, but that they aren't panties you'd be embarrassed for even your bf/gf to see you in. (Like old ratty ones that have a couple of holes, but are really comfortable and/or all the rest are dirty so you had to wear them. Or the ones you wear during your period in case you have a leak, because you don't want your nice panties to get ruined.)
 
The whole "skort" part of the name made me think of what my kid wears to school - basically shorts with a fake skirt over the top of em so it looks like a skirt but anyone peeks, just shorts.

I don't get the distinction between these bloomers with frills and bloomers without them, especially as it says some of these not bloomers don't have frills anyway, same shit god damn it, underwear covers!
 
so if u're not embarrassed when someone see up ur skirts, why don't u just... not wear a skirt to begin with?
 
Thank you for the drolls trivia. Never would’ve figured that one out and that type of underwear is basically impossible to research between all the weird voyeur stuff and the fact that it apparently isn’t very popular.

@aister read about that too. Apparently in some tennis leagues, it’s against regulations for female players to wear anything other than skirts, thus the weird bloomers became a thing. I think most modern players just wear compression shorts underneath when they’re subject to this.
 
Male Mahiro looked kinda handsome, even though we didn't see all of his face.
