@Reikou Agreed. Some will, but even there it's usually a progression; you get in a bit of ear scratching action, some side frottage as they walk back and forth, and then if they're that kind of cat they might roll over to let you go for the belly rub.
My family's cat has this thing where she hates being patted when there's someone else in the room. She'll be all affectionate and then when someone comes in she'll jump up and be all "It's not what you think!"
