Well, Kudou got famous as a high school detective before Detective Conan began, and we saw Touma's first case in Japan in chapter 1 when he first started high school.

So yeah, now that the metropolitan police department itself is aware enough to direct branch offices to let Touma handle investigations, he actually is at Kudou's level.

Now he just has to meet a black organization at an amusement park and be fed an ultra-deadly poison that has a .1% chance to give him the body of an elementary schooler, to go from Kudou to Conan-kun.
