I think its a Japanese thing to take two extremes, it's like "If you don't hate me, you love me. Confirm that you don't hate me by keeping silent."
While he does like her, he doesn't love her, but at the same time he doesn't reject her, so for her it's good enough.
I pray that I didn't make this even more complicated to you XD
