Reporting Chapter "Explanation (optional)" not actually optional :will fix:

As the title says, reporting a chapter while attempting to leave the explanation blank will prompt for more information.

Either allow chapter reporting to be done so without this restriction, or change the "(optional)" to "(required)"

It's optional with some report reasons but I guess it should show correctly for which ones.
