Each Vol seems to be its own story. So the reason why we're at Vol 3 is because Vols 1-2 aren't related. It's a web comic so it doesnt follow strict manga conventions. The story follows a more serialized format were the author can focus on events that don't pertain to the current plot in favor of something else.
To tie it back into regular manga, like drawing a half chapter about something whimsy while something really tense is happening in the main plot.
Instead of getting all hyper and up-in-arms about this, take a breath, step back and look at it.
