i'm a cis straight girl..so i might be wrong here...but i feel bad for both the fl and her ex...maybe there was societal and parental pressure on the ex and that's why she chickened out. and the new cute girl also said that..for marriage, they'll have to go to overseas. it means that gay marriage is still not allowed in japan (in the time period in which this manga was made).so..if it's not legal...it might also be frowned upon. hence, a valid reason for her chickening out. though it was a douche move especially after 8 years
