they don't have a way to quantify it like MP. They test them by having them actually cast a spell but if there's something wrong with the specific spell, how they're using it, or any of a number of other factors, they would have no way of knowing because they don't really understand it that well. Hence, them viewing everything in terms of talent. They don't know enough to cultivate it in people so they just hope you happen to be able to do it.
