She was raised as a death god despite being human.
Her pov of humanity is above good and evil.

And that is why she is “Pure”. Untainted by humanity but the question is will she remain “Pure” now that she is interacting with humanity.

nope, octavia has morale compass not much different from others in world. she doesn't show much emotion because there's no tension for her.
she limited herself by not using true magic(holy empire use copycat sorcery)

@Anreon I have no doubt she's counting herself in as well. She does acknowledge she's a human, herself, after all. Often humans are hypocrites, pretending they are doing bloody deeds for some higher purpose, and thus they aren't really cruel, they are just doing something that needs to be done and they can't avoid it. It's either for their own sanity or to look better in the eyes of the people. Olivia doesn't care at all, which is understandable, seeing who acted as her guardian as she was growing up. She knows humans are cruel and quick to kill, so she does it without hesitation and doesn't pretend it's something else than what it is. Her occasional statements are only there because up until now, she was living alone with the spirit of death, so all of her knowledge was just hearsay and information for books, not actual experience.
 
Morals are just a charisma buff, she doesn't need a buff... she's the embodiment of Charisma.
 
So, I'm guessing the Prime Minister is Zed, Or at least a mage that manage to capture zed or something.
