Should I get Fallout 4 GOTY edition , base game, or not at all?

Right now the base game cost 9$ and the GOTY edition costs 21$ in the ps store and I was wondering if the dlc is worth it as this is my first fallout game and if the game would run well on my base ps4.

From my perspective,
most Bethesda games need mods.
Base game is just shit.

As a fan of New Vegas, FO4 just...does not seem enticing aside from...mods. NV base game is at least interesting enough with its story.

If you are on PC I would recommend S.T.A.L.K.E.R. Heck if your pc is decent enough you can just play a standalone mod for free: https://www.moddb.com/mods/stalker-anomaly

Not really what OP was asking, but +1 for S.T.A.L.K.E.R. Shadow of Chernobyl. As for fallout 4, It's alright, but never lived up to Fallout 3 or New Vegas for me.
