I first thought that Sarah could be Tina, but Ren's mom Julie would be so much cooler (and more likely) . Also how would Tina be meeting Ogata and Kyoko if she has no idea where even Ren/Kuon is, and I don't also think she would choose to act like Sarah here.

Nah. It's not Ren's mom, I'm 100% sure of it. First off, Ren's mom's name is Julie AND her hair is a peculiar GOLDEN BLONDE not just plain blonde and she seemed like an exceptional beauty too. However, Sarah may be a clue to Ren's backstory. She may be an acquaintance of Cedric or Julie or Ren's frondo or even his next door neighbor.
