Of course Caligula is strong in her own right, but she is just an ant compared to Gladias.

It was said a few chapters back, that Gladias is one of the three legendary heroes that ended the Great War.

Personally speaking, I cannot wait to see Hydro appear in in the manga.

Since it was stated by both Lacile and Noish back in chapter 46, that Hydro is indeed the strongest member outta all the Lost Eleven. Hydro is even stronger than Caligula I believe.
