Government wants to take control of the area so they created Imago and fueled it with psychopaths and people who are dissatisfied with the the Council. Imago kills the Council and the Government kills Imago. Unfortunately, Imago is now dead and while the Council heads are dead, female MC is alive and probably inherits the Council now. She is now the sole leader of the area.

She's still a target, I assume.
