Empress dowager refers to either the mother of the emperor or the widow of the emperor (if the emperor is deceased) so here it probably refers to the mother of the emperor; Ophinio's grandmother.

@Flowerthinking, no that woman is that empress dowager, which means that mother of the prince but not the Empress that helps rule over the land, basically a second wife. i dont know if im right tho

@angellordemon empress dowager is the wife of the previous deceased emperor, hence the name "dowager". usually (and essentially) the mother of the current emperor, and the grandmother of any princes or princesses.

@Flowerthinking They mean Ophino's grandmother from the emperor's side. She's probably trying to get back power and influence through controlling her grandson and the empress couldn't do anything about rejecting her help without good cause because the empress dowager is higher than the empress.

I think only the emperor can do something about it if the empress brings it up to him and also if he isn't under the empress dowager's influence. I could be wrong though.

So the Dowager was either bribing or blackmailing the people who were reporting on her sons status and it took a kids fight to red flag that her son was being raised poorly. I know being Queen makes you an extremely busy person, but checking on your child yourself rather than rely on reports is better parenting. Even if you have trusted reliable people raising your child, it's. your. child! He misses his Mommy!

@Mojo Unfortunately, most kids try to hide their pain and suffering. Some hide well, others do not. The more someone internalizes the things that happen to them, the less likely they are to tell others. I assume the prince is the type that tries to internalize conflict, rather than externalizing it. In other words, is it the world that is wrong, or is it you that is wrong?
Sad to say, but many abused kids tend to act on the extremes of both ends, because they don't have the desire or courage to, or they reason out of it.

@hedgemoney I get what your saying but....

She literally looks at the giant stack of books in her child's room and instantly understands they are assigning a ridiculous amount of schoolwork to a four year old child, it's like she never visited her child's room before. Sure maybe this is the first unannounced visit and they hid the books before, but I'm guessing not, she just never bothered to go to him and look around for obvious stuff like that. That's not on the child for internalizing pain and giving no sign there was something wrong, there were plenty of physical warning flags that could be easily be seen without getting the child to say or do a cry for help.
A second example, the dark eye bags on a four year old, if she had visited him and LOOKED HIM IN THE FACE she should have also immediately realized her son was exhausted or ill and called a doctor, then question his caretakers for no taking care of him. Clearly she never bothered to visit him.

I think that the Empress Dowager is pressuring the Empress so she can have control over the prince as well as the Emperor her son, and the empress relented because what excuse can she give to refuse? It's her mother in law after all, as well as the empress dowager who has some amount of power of the emperor. But now that the empress can see actual evidence of the empress dowager's abuse, the empress can remove her son from her mother in law's care. Not to say that any of this is good, but I think that the fact that this is the imperial family makes for some... not so good circumstances
