I mean who the hell would make a quest for something so obscure that you have to be a Legendary moonlight sculptor who had to create an orc then become the orc in a sepecific part of the map to join the orc then pretend to be one of them then put on trial THEN after all that you get to start a quest.

Firstly, the AI generates quests on the fly.

Secondly, the race may not be available from the start of the game but once it's unlocked anyone can choose to play as an orc. Any one of them could have activated the quest then.
