For those wondering what the empress dowager gets out of this:

She gets to use Sperado as a weapon against her most hated enemy, the duchess. The duchess once foiled an evil scheme of hers to take over the kingdom. Even if he fails, he can be easily discarded without much damage to her part.Also, the high priest is one of the empress's most loyal allies.
