I feel like it should be "Faculty of Research and Development". Under that would be the various departments. That's how it goes in universities, anyway. It's kind of confusing to have a department at the top level and then other departments under it. Although they aren't all called departments, but I'd assume they are all equal administrative units under the "Research and Development", being listed like that.
