@AgentKuga I think somebody was working on it but due to some unforeseen consequence, they was forced to seal it.

I bet they plan to use it raid other places but because it's so powerful and complex to control, they sealed it instead.

Also I don't think chico can fly, more like she enhanced herself so she can jump high enough.
