Upload Edited Chapter using File URL

I live in SEA region and somehow uploading the file directly in the edit section to the server feels like forever not to mention it prone to get failed halfway (since its the only way AFAIK), I think it's better to implement the file link like in the upload chapter to the edited chapter (if it's possible)
