The onion would not have caused any eyewatering. What causes the irritation is a vapor released by the onion juice that turns into a strong acid when it comes into contact with water. Being underwater (as he still has his bubble on), it would be so diluted there would be no effect.

(This is also why if you wear swim goggles while cutting onions, you wont get any irritation!!)
