I'll just add that in this chapter, he pretty much sent his personal criteria to the dogs: the target's partner wasn't involved in the crime. He might be scum, but he didn't meet his criteria and as such, came out with brain trauma just because he was together with the target.

I think I like the fact that this series doesn't glorify the vigilante. Ji-yong is clearly a nutjob.
