If I remember right, the other maid is the mother of the other girl besides Touko that Kazane sent with Kagari when they were in middle school, who was in the student council but never became an important character.

@HDMI1 I thought it was Weekend at first, too, but it looks like the maids' names are Hozuki and Hio. Since Touko is a Hio the light-haired one must be Hozuki.

Her name is Hozuki Kanae and she first appeared in chapter 1 as the head of Kagari Ayaka's Personal Defense Team. I don't remember seeing her much after the school council takeover arc, but knowing this manga she could be somewhere in the background of every chapter.
