@Akikako she's a prostitute and asked the dude if he wanted to buy her for the night, dude was drunk and annoyed and wanted to reject the offer, but also punched her. archer dude knows the girl and girl was badly wounded from the punch.

Probably not... Well, I guess hopefully not. He basically said it, the level ceiling is the limit of the city, which means he wants to surpass it to be recognized by the people. Also, remember the reason why the level 15 ceiling exists is that no one is dumb enough to hunt a monster that is of a higher ranking than themself. The next arc is Hercules arc I guess, hunting some high ranked monster, which beats tournament arc any time of the day
