@goarachnidlaser I don't think "all talk" is accurate. That would imply some reluctance from her part to do anything.
She's inexperienced, but more due to a lack of willing partners (and when she thinks someone is interested, as in chapter 16.5, she jumps in wholeheartedly). When it comes to things she can do by herself there's little holding her back. She already brought a vibrator to school and masturbated using Miyako's desk. There's no reason to doubt her latest escapade.

Very light pseudo spoilers here but

It's sort of implied later (and kind of in chapter 14 itself, I guess) that, up until Miyako told her she was cute, she didn't actually have any confidence in her own appearance or anything like that, which is probably why she never really tried directly approaching anybody on her own. I suppose the idea that no guys would try to pick her up anyway in spite of/because of her reputation is kind of unlikely, but not necessarily impossible.

And we only have her word for the desk masturbation thing.

It's actually shown in the title page for that chapter.

In general, my take on Reika is that she is generally always honest and upfront about nearly everything. Some people seem to think she's more on the conniving side, but honestly we've seen her try to lie or trick on occasion and it's always really transparent. Most of the time taking her at her word makes the most sense.
