The plot sure is thick here. Everybody is involved, and nobody explains what is going on - all we know for sure is that there is some sort of corruption, and that Minkei are being sacrificed for political gain.
Plotting could have been a bit clearer if the story had introduced the evil politician earlier, and hinted his connections to the yakuza, or showed his role in creating and supporting the Shinkei unit.
