Given that "Neko" seems to be her name, I think 「ねこはホントにまったくねこだねぇ〜」 would be better translated like "Neko really is such a cat".

correction: "Did you lost the book" -> "Did you lose the book". For the whole sentence, it could be more casual: "Did you lose the book I lent you?"
