The Relife corporate stuff is wholly consistent with the shitty corporate environment situation shown in Kaizaki's flashbacks. And they're not an actual government department/organisation, but a private company that has a government contract.

If that company had external shareholders, then even the sexual harrassment stuff aside, those employees should be liable for disciplinary action due to deliberately costing the company significant revenue just to service their own personal agendas, while the supervisor/director would be looking...
He's 27 at the start of the story, so he would have been born in 1986 if chp 01 is 2013. Plenty of teenagers of his generation would have never had their own mobile/cell phone.
