Cell phones aren't that old...iPhone came out in 2007, BlackBerry and other stuff came out earlier, flip phones even earlier. Even when this was published in like 2013-2014~, 10 years ago isn't that far back.

He's 27 at the start of the story, so he would have been born in 1986 if chp 01 is 2013. Plenty of teenagers of his generation would have never had their own mobile/cell phone.

80s kid here. Yup we grew up with VHS, VCD, cassettes and Walkman. And there were probably 3 guys who had a phone in school. If you're born in ~96 you would've grown up right along the smartphone boom, and by the time you're in high school cassettes, VHS and VCD and even MP3 players would've gone the way of dodo.

Japan's always been much slower to replace their technologies. Even today there are some people using non-smart cellphones. In the less rich neighbourhoods, I bet it wasn't uncommon for kids to be using them at school 10 years ago.
