The good thing about this manga is that aside a few battles, most of them can swing either side so its not the usual "X is gonna win for sure" on 100% of the fights

Kiozan is acting like that because he has acknoledged Seki. To put it simply to beat him Sekibayashi must be extraordinary and cant lose to rabble. Its similar how Dudley considers Cosmo after beating him

Well, it was shown that Sekibayashi DOES use tactics. Not only is quite clever tactics wise, but his "defence" is based on letting himself being hit while damaging his oponent at the same time. And lets be honest, is one of the manliest characters in all the series and super fun to watch :D
