She explains her intentions in this and the following pages.
The translations are inconsistent as to whether Makima has control over individuals who she thinks are inferior to her, or who view themselves as inferior, but either way Makima's favored method for establishing dominance seems to be through battle for powerful individuals like Chainsaw Man or Guanxi (who she now has under her control).
