haven't we all seen this before? like literally exactly this? or is it a re-draw and I just didn't go back to compare it to see the differences?

To be fair, the way Microsoft is going right now, PC's are part of the Xbox ecosystem. All of Microsoft's exclusives are going on Windows 10 in the future. A lot of them already are. And hell, some of the PS4 exclusives like Horizon Zero Dawn are on PC now. If you have patience, PC's are getting close to being the everything box. Although to be fair, Playstation and Switch still have a lot of exclusives.
I primarily play on PC due to access to mods (especially unofficial bugfix patches) cheats, hacks, savegame editors, and just the ability to do stuff like tweak config files to fix or improve things that are stuck being borked or bad on consoles.
Not being able to change the pip-boy light color on Fallout 76 for instance, is the most recent thing I can think of. Consoles are screwed. PC? Just open up the config file in My Docs / Games.
